I believe there is a section of the Mint that is unaccessible in Black Gate. You may have to wait for Serpent Isle to get there...

I should have read the title properly, you mean the jewerly store. Hmm, not sure if there is a key for that area, but perhaps the storekeeper has it on his body.

I highly doubt anyone has ever found that key. ;]
Same thing about some chests in Despise I believe.
